Diia to Become an AI Agent and Spin Off into an Independent State-Owned Company

Ukraine’s Diia platform is set for a major transformation: it will soon evolve into a full-fledged AI agent and be spun off into an independent, state-owned company. The announcement was made by Minister of Digital Transformation Mykhailo Fedorov at DOU Day 2025.

From Government App to AI-Powered Platform

  • According to Fedorov, Diia began monetizing in May and is expected to show its first earnings in June. After that, it will gradually be spun off as a separate company.

«In other words, Diia will become a marketplace where businesses can launch specific services and tap into its internal infrastructure. It’s possible that shares of the company could eventually be sold,» said Fedorov.

  • Diia’s primary monetization stream is document sharing. Fedorov highlighted its partnership with monobank, where 22,000 accounts were opened in a single day through Diia using this feature.

«The financial sector is clearly willing to pay for the ability to open an account online in just a few minutes,» he noted.

  • Artificial intelligence will play a central role in Diia’s evolution. According to Fedorov, many users are unaware of half the services available on the platform — and integration with businesses will only expand those options.

  • Diia is set to become an AI agent powered by a large language model, enabling users to interact with the state in a conversational format — much like ChatGPT.

«Anything that doesn’t resemble ChatGPT no longer meets user expectations. Diia must evolve into Diia AI,» Fedorov explained.

  • Instead of filling out traditional forms, users will be able to ask questions like, «What documents do I need to cross the border?» or request services directly: «Send me my income statement for 2023.» The system will then generate and send the document automatically.
  • Voice-based interactions are also on the roadmap. «In the future, voice access to government services will become the norm, and classic interfaces will be a thing of the past,» said Fedorov.
  • The beta version is set to launch on the Diia portal in June 2025. The first AI-powered services will begin rolling out this summer, though not all at once. The Ministry is currently testing backend infrastructure, token costs, and system load.
  • Fedorov also revealed that negotiations are underway with a major international company to build national AI infrastructure hosted entirely within Ukraine, with a strong emphasis on military and cybersecurity resilience.

A Culture Shift Inside Government

  • Fedorov noted that the Ministry of Digital Transformation was the first in the Ukrainian government to adopt the OKR (Objectives and Key Results) system. This move has brought transparency, inter-team synchronization, and a stronger focus on tangible outcomes.

«We’ve opened up the Ministry’s code. Every team can see what the others are doing. We’ve eliminated redundancy and become more efficient,» he said.

  • Following the Ministry’s lead, other institutions — including the State Statistics Service, Ministry of Economy, Ministry of Veterans Affairs, and Ministry of Youth and Sports — have started implementing OKRs as well.
  • The next step: making the OKRs of all ministries publicly visible in the Diia app. Users will soon be able to see how taxes are being spent, who is responsible for key tasks, and what progress is being made.
